Race to the Top: Final Notice and Application Released

Yesterday, the Department of Education released the Notice of Final Priorities, Requirements, Definitions, and Criteria, a Notice Inviting Applications, and an Application Form for the $4 billion Race to the Top Fund (RTTT), together with separate summary and guidance documents, aggregating over 1,000 pages. The Notice will be published in the Federal Register on November 18; with states required to submit a notice of intent for Phase I awards by December 8, and with Phase I applications due January 19, 2010.

The Final Notice maintains a focus on the Recovery Act's four core reform areas—teacher/leader effectiveness, data systems, standards and assessments, and school turnaround—and does not change the fundamental approach that focuses on comprehensive reform or the absolute and competitive priorities contained in the proposed notice that was issued for public comment on July 29, 2009. However, there are many significant changes in the Final Notice, including: competitive point assignment criteria, introduction of new criteria, revisions to existing criteria, changes in the deadline for adoption of common standards, introduction of new priorities, and the adoption of common definitions for intervention models.
