On Thursday, October 20, the Senate Committee on Health, Education, Labor, & Pensions approved ESEA reauthorization legislation on a bipartisan vote (15-7). Three Republicans joined all committee Democrats in voting for the measure. Most of the core provisions of the draft bill remained in place at the conclusion of the mark-up, but a number of important changes were made to the legislation. The committee approved bill aims for college and career readiness for all students, focuses on the nation's persistently lowest achieving schools (transitioning away from the rigid AYP framework), prescribes specified turn-around models for the lowest performing schools, and focuses greater attention on teacher effectiveness (while still lacking a Title II mandate for states to implement evaluation systems). The final text also maintained a meaningful focus on early learning. Aside from a failed effort to strike the Promise Neighborhoods program, early learning did not feature prominently in the committee debate.
