EducationCounsel's commitment to effective education reform spans the pipeline – from birth to age 5, elementary, secondary, and higher education.

Birth to 5: EducationCounsel works with federal and state policymakers and private and public organizations to make sure children are fully prepared to learn when they enter kindergarten. We provide guidance when it comes to developing and coordinating early learning programs -- including infant and toddler programs, state preschool, Head Start, and Early Head Start -- and strategy and advice to aid clients as they create policies and programs to improve the emotional, social, and educational development of young children.

K-12: In the areas of elementary and secondary education, EducationCounsel has been a national leader on an array of standards reform initiatives, with extensive experience in middle and high school reform efforts and the development of state and district policies aligned with relevant federal laws (including the Elementary and Secondary Education Act, federal non-discrimination laws, IDEA, and more). Points of notable team experience include the development and implementation of

  • accountability and assessment systems,
  • teacher and administrator quality policies,
  • student conduct and privacy policies; and
  • policies affecting services to English language learners and students with disabilities.

Higher Education: EducationCounsel has extensive background on an array of issues affecting higher education institutions, including on issues such as: access and diversity throughout all facets of enrollment management (including financial aid and scholarships); discrimination, with a focus on issues involving race, national origin, disability and sex discrimination (including gender equity in athletics); accreditation standards; student conduct; and student privacy.
