Cory Curl Joins EducationCounsel
as Senior Policy Advisor

WASHINGTON, D.C. (Oct. 1, 2009) - A policy advisor with deep experience driving education reform from research and development to action and results has joined EducationCounsel LLC, an affiliate of Nelson Mullins Riley & Scarborough, in its Washington, DC, office. Cory Curl joins as a senior policy advisor to EducationCounsel, an innovative law, policy, strategy, and advocacy organization committed to strengthening education systems, closing achievement gaps, and expanding access to educational opportunities.

Ms. Curl formerly served in the Governor's Office of State Planning and Policy under Tennessee Governor Phil Bredesen, where she developed and guided policy changes to improve teacher effectiveness and the equitable distribution of teachers, to advance assessment and accountability systems to reflect college and career expectations, and to align data from early childhood through postsecondary education and the workforce.  She also worked with the Office of Tennessee Recovery Act Management, where she provided technical assistance to the state education agency in its implementation of grant programs under the American Recovery and Reinvestment Act of 2009. 

As Director of Policy and Planning in the Tennessee Department of Education, she was instrumental in the development and legislative approval of a new state funding formula for K-12 education. She coordinated state accountability policy, particularly the use of growth models and high school graduation rates in the accountability system. She drew numerous policy recommendations from Tennessee's rich data systems, particularly its value-added data. 

Ms. Curl has been an adjunct lecturer of Education Policy and Program Evaluation at Vanderbilt University's Peabody College.  

She earned a Master of Public Administration from the Martin School of Public Policy and Administration at the University of Kentucky, Lexington, Ky., where she specialized in public finance and budgeting with a focus on education. She completed advanced coursework in economics and finance and also completed one year of study at UK College of Law.  She earned a Bachelor of Arts in Geology from Guilford College, Greensboro, N.C. 

In 1994, she received the Kentucky Education, Arts, and Humanities Cabinet Service Award for advocacy work in support of the Kentucky Education Reform Act of 1990.
